Call for Proposals
Subject: Building adaptive capacity and resilience to climate change in Afghanistan (Badakhshan and Balkh)
1. The National Environmental Protection Agency (NEPA), Afghanistan and UNEP now invite eligible and qualified non-for profit organisations to send their proposals for delivering on specific outputs for the above project.
2. The aim of this call is to identify and pre-qualify a “pool” of implementing partners capable to provide the goods and/or services described here.
3. Qualification requirements are specified in the Annex I – Description of Requirements.
4. The submission should include a short technical proposal (no more than 15 pages) and a financial proposal addressing the following criteria/ elements:
a. Introduction of the organization including years of experience working in Afghanistan specifically in the two provinces – Badakhshan and Balkh.
b. Demonstrate experience in Climate Change Adaptation, Environmental, Ecosystem Based or Sustainable Development type projects – provide details on thematic experience, how large the operations and what the role of the organization was.
c. Description of the methodology for delivery of the specific project outputs and outcome targets (as described in Annex 1), including how gender equity will be promoted.
d. Proposed team.
e. Provide a breakdown of costs/ budget.

Building Adaptive Capacity and Resilience to Climate Change in Afghanistan
DESCRIPTION OF REQUIREMENTS
Afghanistan is facing an increase in droughts and flooding because of increased climate variability. It is predicted that the incidence of extreme weather events and climate-induced disasters will increase in future. This will adversely affect natural ecosystems and community livelihoods throughout the country. The United Nations Environment Programme (UNEP) has been working with the National Environmental Protection Agency (NEPA) since 2013 on climate change adaptation and capacity building under the Global Environment Facility’s Least Developed Countries Fund project Building Adaptive Capacity and Resilience to Climate Change in Afghanistan. Field activities to be implemented in Badakhshan and Balkh Provinces under Outcome 3 of this project will reduce vulnerability to climate change through local institutional capacity building and concrete interventions for improved water use in agricultural production.
SPECIFIC REQUIREMENTS/INFORMATION (IF ANY)
NEPA and UNEP wish to engage an executing partner to deliver outputs/activities under Outcome 3 Reduction of climate change vulnerability in the selected project sites through local institutional capacity building and concrete interventions for improved water use. Specifically, the executing partner would be expected to deliver the following outputs:
Output 3.1 Pilot demonstrations to build resilience in the irrigated agricultural sector through cost efficient water infrastructure and irrigation technologies implemented in Badakhshan Province. As per the project results framework, activities should include construction of check dams to reduce flooding and erosion, and introduction of affordable micro-irrigation technology systems. This should result in:
• 30 ha of micro-irrigated areas; and
• 100 ha of low-cost water barriers and catchment structures.
Activities to be carried out to achieve this output include, but are not limited to, the following:
• Vulnerability mapping of community areas that are at high risk to climate change.
• Community consultations and sensitization to identify project sites and community priorities.
• Construction of check dams and other low-cost water barriers and catchment structures to reduce flooding and erosion over at least 100 hectares.
• Introduction of at least 30 hectares of affordable micro-irrigation technology systems.
• Training of communities in addressing climate change risks through these interventions, including management and maintenance of the infrastructure and irrigation technology, as well as water supply and demand management.

Output 3.2 Pilot demonstrations to build resilience in the dryland agricultural sector through drought-resilient crops, water harvesting and catchment restoration measures implemented in Balkh Province. As per the project results framework, activities should promote the practice of agricultural production techniques adapted to intensive and prolonged droughts including inter alia drought-tolerant crop varieties, diversification of crops, climate change-adapted cultivation practices and maintenance of seed banks. This should result in:
• 200 ha of agricultural land planted with drought-tolerant crop varieties; and
• 200 ha of micro-catchment techniques such as catchment ponds, contour bunds, and strip crops.
Activities to be carried out to achieve these outcomes include, but are not limited to, the following:
• Vulnerability mapping of community areas that are at high risk to climate change.
• Community consultations and sensitization to identify project sites and community priorities.
• Identification and promotion of drought-resilient practices, e.g. selection of drought-tolerant crop varieties, identification of low-cost water harvesting interventions.
• Implementation of at least 200 hectares of water harvesting measures e.g. micro-catchment techniques.
• Distribution of drought-resilient crops to local communities for planting over 200 hectares of agricultural land.
• Training of communities on these techniques and management/ maintenance of agricultural land for drought-resilient dryland agriculture to reduce vulnerability to climate change.
